milestone to bring us to this day was a transfer by the state of 12 acres of land to the tjpa and the city to help fund the new transit center. this agreement, signed during the brown administration and campaign at the state level by former senate president john burton -- [applause] that agreement provides one of the largest funding contributions to this project and allows for the creation of new neighborhoods with hundreds of affordable housing units. today, during the tenure of our mayor, gavin newsom, he has been an enthusiastic and effective advocate of the project since he was a supervisor representing district two. we finally break ground today. this project would not have been possible without the numerous contributions of individuals, and in particular, our transportation partners. the city and county of san francisco, the san francisco municipal transportation agency, the san detail transportation authority, the transit district, the metropolitan transportation commission, the state of california, our state legislative delegation, the california high speed rail authority, and the
number of people across the san francisco bay area, california, and washington, d.c., who worked with us to make this happen. many are here today and others in spirit. thank you all. we made it. the grand central station of the west coast is starting construction. in terms of having a little bit of retail beyond the existing cafe operations. i think this gives us perhaps a chance to test some things out. commissioner mirkarimi: the current operator in the basement, were they not able to provide, i think, what would be the hopeful sort of answers to running both ground floor and basement operation? >> i think the ratings included in the package would speak for themselves. we did have a robust group who assisted rob in vetting the proposals and scoring them. so we felt comfortable with the committee's recommendation and their scoring. it really wasn't -- quite a large spread from first to final place. a commissioner mirkarimi: thank you. commissioner avalos: just a question, mr. updike, i know one issue with the north light site is that it will be intermittantly used. how is that going to be accommodated for in terms of any capital improvements? if there's not going to be a kitchen in place, how will that function with the downstairs kitchen? >> the north light court operation is to retain its mobility so we don't get in the way of special event
owners and by the way, these are interviews. i do not use petitions, fliers, email blasts or anything else. these are full-on interviews and sometimes they take a half an hour, sometimes longer. what i come away with is an economic port rat thor in real time as toldy to me about the merchants whose survival depends on adapting. i can tell you that the merchant neighborhood has been universally supportive of this because it does become a retail anchor for them in their neighborhood and i can tell you that economic portraiture of this neighborhood is no different than union street. this neighborhood has said it needed a retail anchor and every neighborhood does need one. i do know that. you can ask me. it's my job. this particular retail anchor provides everything from a laurel hotel to pet services for customers next door to a wide spread of diversity for the neighborhood as far as their pet population. the only thing i can tell you about this neighborhood is that they were [bell president chiu: are there any other members of the public that wish to speak on behalf of the sponsor? seei
